Terms and Conditions
On the validity and form of this document:
This document constitutes PlugPay's current Terms of Sale and Delivery for users and site owners, and serves as the complete contractual agreement between the parties. No separate signed contract has been drawn up, unless this has been expressly agreed. The document is available in PDF format on request, and will always be dated with the date on which the terms entered into force.
For users
100.1Scope
The user accepts these terms by starting to use charging.
100.2User types
100.2.1 Drop-in users: The user connects the car to the charger, locates the charger via plugpay.no and a four-digit code, or by scanning the QR code on the charging station. The user views the price structure, accepts the terms and selects «start charging». A predefined amount is reserved with NETS or Vipps. After charging is completed, the actual cost is charged.
100.2.2 Fixed users: The user connects the car to the charger and starts charging via an RFID tag, the user portal or the app. The price structure is shown in the user portal.
100.3Payment and invoicing
100.3.1 Payment methods Drop-in users pay immediately by bank card (Visa, Mastercard, AMEX) or Vipps. Fixed users are invoiced via EHF, eFaktura, PDF to their registered email address, or by postal mail.
100.3.2 Payment deadline and reminders The standard payment deadline is 14 days, in accordance with applicable regulations. PlugPay may offer a longer deadline by special agreement. In the event of late payment, interest and fees accrue pursuant to the Norwegian Act on Interest on Overdue Payments (lov om forsinket betaling). In the event of default, access is deactivated, and fees for blocking and any reactivation will accrue. Invoicing, reminders and debt collection are handled by a third party.
100.3.3 RFID tag and misuse The user is responsible for keeping the RFID tag safe. If the tag is lost or misuse is suspected, the tag must be deleted in the user portal.
100.4The user's responsibilities
100.4.1 Visual inspection and charging conditions
The user shall inspect the charging station before connecting and report any damage to PlugPay. It is the user's responsibility to ensure that the vehicle is able to charge and that charging starts and stops correctly.
100.4.2 Basis for calculation and measurement accuracy
For kWh-based pricing, the charger's integrated electricity meter is used, with an accuracy of ±1 %.
100.5The supplier's responsibilities
100.5.1 Third-party deliveries and faults
PlugPay depends on data from third-party suppliers (charging system, grid, electricity, internet). PlugPay is not responsible for faults in third-party deliveries, but will report faults and assist with coordination. Technical and financial responsibility for rectifying faults lies with the third party.
100.6Prices and additional services
100.6.1 Standard prices
- Drop-in: a 15 % surcharge on the site owner's price + the start-up cost of the Vipps or card transaction.
- Fixed users: NOK 69 per month.
100.6.2 Alternative models and additional services
PlugPay may offer alternative price structures. Prices for additional services are shown at the time of ordering in the app/portal.
100.7Communication and newsletters
100.7.1 Consent to newsletter emails By accepting these terms, the user consents to receiving newsletter emails from PlugPay. Unsubscribing can be done via the link in the email.
100.8Changes and notification
Disputes between the user and PlugPay shall be sought resolved amicably.
100.8.1 Notification channels Changes are notified in the user portal and on the website.
100.8.2 Notification period and contact persons PlugPay gives a minimum of 30 days' notice, and aims for 3 months' notice in the event of material changes. In the case of housing cooperatives, the registered contact person is also notified directly.
100.8.3 Dispute resolution Disputes shall be sought resolved amicably.
For site owners
0.General:
The site owner's representative must accept these terms before they can start using the system.
1.General provisions
1.1 Scope
PlugPay provides a service related to the operation and payment solution for the customer's charging facility. By starting to use the system, the customer accepts these Terms of Sale and Delivery.
The service includes:
- A payment solution for both drop-in users and fixed users. The price and pricing model are set by the site owner.
- A control centre that monitors operations, handles fault reports, offers remote assistance and provides free support to users.
- Operation and maintenance. In the event of faults covered by warranty, PlugPay submits a warranty claim to the supplier of the charging facility. For faults not covered by warranty, PlugPay offers a fixed price for repair through its partner network. The customer may also use their own electrician.
Warranty: Charging stations and associated equipment are supplied with a 5-year warranty, unless otherwise specified. The warranty covers manufacturing defects and functional faults under normal use. Faults caused by external influences, incorrect use or lack of maintenance are not covered.
1.2 Changes
The customer is free to request a change agreement, and the supplier is free to require adjustments to the remuneration as a result of the change.
PlugPay reserves the right to amend these terms in order to adapt to operations and/or the market. The site owner shall be informed of changes to the terms with 30 days' notice in the user portal and on the website. The terms shall always be dated with the date on which they entered into force.
2.The parties' overall responsibilities
2.1 The supplier's responsibility for the service
The supplier is responsible for ensuring that the service delivered is in accordance with these terms.
2.2 The supplier's responsibility for third-party deliveries
The supplier depends on data from third-party suppliers (charging system supplier, grid rental supplier, electricity supplier, internet supplier, etc.) in order to settle electricity consumption and monitor operational status. The supplier is not liable to the customer for faults in the third-party delivery.
Clarification:
In the event of faults in third-party deliveries, including network faults affecting the entire charging facility (e.g. router or line downtime), the supplier is obliged to report the fault to the relevant third party and follow up on the matter. The supplier will assist the customer with troubleshooting and coordination, but it is the relevant third-party supplier that holds the technical and financial responsibility for rectifying the fault.
2.3 The customer's responsibilities
The customer shall facilitate the necessary conditions so that PlugPay can fulfil its obligations.
This includes:
- Maintenance: The customer is responsible for visual inspection of the charging facility, cleaning when necessary, and checking connections and fuses.
- Periodic inspection: The customer must ensure that an electrical inspection of the facility is carried out by a certified electrician, in accordance with the requirements of the local electrical safety authority. Inspection is recommended every 5 years, or more often in the case of high load.
- Electricity meter: If the electricity meter is transferred to PlugPay, PlugPay will be contacted by the electrical safety authority in the event of an inspection. The customer is still responsible for attending and rectifying any deviations.
- Fault rectification: For faults not covered by warranty, PlugPay may offer a fixed price for repair. The fixed price will include labour, transport and necessary materials. The customer receives the price quote before repair and may choose to use their own electrician.
2.4 Temporary pause in charging during system maintenance
PlugPay reserves the right to carry out necessary technical measures that may result in a temporary pause in charging. This may include, but is not limited to, software updates, system optimisation, or other operation-related adjustments. Such measures will normally be brief and carried out with consideration for users' needs and the availability of the charging facility.
3.Establishment and execution of the service
3.1 Plan for the establishment phase
3.1.1 Access to the owner portal
Upon acceptance of these terms, the customer will be given access to our owner portal, which is used for setting prices and inviting users. The customer must ensure that the necessary information is filled in the owner portal before the service is activated. This includes, but is not limited to, registration of the charging facility, user information and pricing models.
3.1.2 Spot price with electricity contract and metering point ID
When choosing the pricing model Spot price with electricity contract and correctly filling in the metering point ID, the customer consents to the transfer of the electricity meter to PlugPay's electricity supplier. The customer is responsible for ensuring that all information is filled in correctly.
3.1.3 Responsibility for costs in the absence of charging consumption
In cases where the electricity meter has been transferred to PlugPay, and there has been no charging consumption at the charging facility in question during an invoicing period, the site owner will be responsible for the fixed costs associated with the metering point. This includes, but is not limited to, grid rental and standby electricity consumption.
Invited users log in to the user portal to start using the service.
4.Remuneration and payment terms
4.1 Remuneration
The supplier's service is paid for by the users in the following way:
- Drop-in: Users must pay an additional charge of 15 % of the site owner's chosen price.
- Fixed users: Active users must pay a monthly service agreement of NOK 69.
4.2 Time of invoicing and payment terms
Settlement with the owner of the charging facility (the customer): Settlement with the site owner takes place once per month. This does not apply to housing cooperative models without a markup on the electricity price.
Invoicing methods (Standard): The supplier will send EHF/eFaktura if the user has set this up. Alternatively, the invoice will be sent as a PDF to the user's email address.
Administration fee: For the issuance of a credit note to the site owner's account, or for the pass-through invoicing of load other than EV charging, an administration fee of NOK 59 excl. VAT per invoice/credit note will be added.
4.4 Payment default
The risk of loss on receivables lies with the supplier and shall not be passed on to the customer.
4.5 Price changes
PlugPay reserves the right to adjust prices for service agreements and additional services with a minimum of 30 days' notice.
Clarification: For a price adjustment that directly affects the site owner, PlugPay aims to give 3 months' notice. If the price adjustment is notified with less than 3 months' notice, the customer has the right to terminate the agreement with 1 month's notice, counted from the date the notice of price change was received. This applies regardless of how long the agreement has been active.
4.6 Price-match guarantee for subscriptions
PlugPay offers a price-match guarantee on the subscription cost for fixed users (standard price NOK 69 per month) if the site owner documents a better offer from another charging operator.
The following terms apply:
Scope: The price match applies only to the subscription cost for fixed users associated with the charging facility in question.
Initiative and documentation: It is the site owner who must submit a written request to PlugPay and document the alternative offer. The documentation shall show the applicable price and be from a comparable supplier with an equivalent scope of service.
Comparability: The offer being compared must concern the administration of charging facilities and subscriptions for fixed users, and be relevant to the same geographical area.
Entry into force and duration: The price match applies only going forward from the date PlugPay confirms the request. The discount will automatically apply to all active users associated with the charging facility in question from the next invoicing period. The price match applies from the date PlugPay confirms the request and runs for 12 months. After this period, the site owner must document that the alternative offer is still valid in order to maintain the price match.
Limitations: The price match does not apply to campaign prices, time-limited introductory offers or prices that require membership in external loyalty programmes.
5Duration and termination
5.1 Duration The agreement is valid for 3 (three) years counted from the delivery date and is thereafter automatically renewed for 1 (one) year at a time unless it is terminated.
Clarification: The customer is free to terminate the agreement with 3 (three) months' notice, including within the first 3 years. In the event of a price adjustment with a notice period shorter than 3 months, a reduced notice period of 1 month applies, cf. point 4.5.
5.2 Termination and transfer upon change of supplier
In the event of termination, cancellation or rescission of the agreement, a closing period applies from the date of notice until the agreement ends.
PlugPay undertakes to assist the customer for up to 30 (thirty) calendar days after the service has been established with a new supplier or with the customer itself.
Clarification: In the event of a change of supplier, PlugPay will facilitate the transfer of:
- Access rights to the administration portal.
- Any associated subscriptions (e.g. internet line).
- User history and charging consumption, where this is technically possible.
- Technical integrations and metering point data, if these have been transferred to PlugPay.
PlugPay will assist with coordination and technical support to ensure a smooth transition.
6.Personal data
PlugPay will need to store personal data. This will be stored in the financial system in order to deliver the service. The financial system is installed only on an external server with high security. No personal data shall be used for any purpose other than fulfilling the obligations under this agreement.
6.1 Processing upon change of supplier In the event of termination or a change of supplier, PlugPay will assist with the transfer of necessary data and access rights. Personal data stored in PlugPay's systems will be deleted in accordance with applicable legislation and the data processing agreement. PlugPay will not retain copies of personal data unless required by the Norwegian Accounting Act (regnskapsloven) or other relevant legislation. The customer may request written confirmation that deletion has been carried out.
6.2 Storage period after the end of the customer relationship Personal data is stored only for as long as is necessary to fulfil the purpose of the processing, or for as long as required by legislation. After the customer relationship ends, personal data will be deleted within 30 days, unless otherwise required by the Norwegian Accounting Act (regnskapsloven) or public requirements.

7.Support
PlugPay offers free support to the facility's users and site owners.
User support: Users can contact PlugPay by email at post@plugpay.no, via the support portal or via the telephone number (40603900) marked on the charging station. Support is available 24/7, and PlugPay will assist with troubleshooting, manual start of charging when needed, and guidance with technical problems.
Technical fault at a facility: In the event of technical faults affecting the entire charging facility, PlugPay will assist with:
- Fault reporting and coordination with the relevant third party (e.g. charging supplier, grid supplier).
- Remote assistance and status updates via the control centre and website.
- If necessary, follow-up with physical repair via a PlugPay partner or the customer's own electrician.
Service Level Agreement (SLA): PlugPay does not have a standard SLA with a guaranteed response time for all customers, but aims to respond to enquiries within a short time. For certain agreements, separate SLAs may apply. The customer can contact PlugPay to agree on specific response times if needed.
